Hi,
Regarding the issues with your skimmer it could be several things.
It could be worn shaft bearings that have shrunk and need replacing. If they are black in colour then the will need changing. Bearings should fit tightly into their housings to hold the shaft in place. If not then there will be some slack that allows the shaft to move as well as the impellor. This may allow for the impellor to be pulled to one side of the pump instead of stiting centrally inside the impellor chamber. If this is happening then it could be the reason why sometimes the pump does not start up.
Also inspect both bearing housings in the pump. Housings are where the bearings push into. These should be perfectly round with no wear. There is one at the bottom of the pump and you may need a torch to inspect. The other is on the impellor housing plate that you twist off and remove to reveal the impellor.
If the one in the pump is ovalled off or worn then you will need a new pump. If the one on the impellor housing plate is worn then you will have to replace that part.
Sometimes you will see grooves or marking on the impellor if it has been rubbing on the inside of the pump. The magnet on the impellor should be clean and fully intact. Make sure it can freely spin on the shaft.
Hope that helps.

Leigh Dawson
